In order to ensure the security of the National Electric System and prevent the propagation of a disturbance in the Transmission system with serious repercussions on the entire national grid, Terna has defined a Defense Plan. The Defense Plan includes all control actions arranged by Terna itself and implemented through individual systems and/or equipment, aimed at maintaining or returning the electricity system to a normal condition.
In this perspective, the defense systems are intended to implement corrective actions such as disconnection actions in the case of predefined events or the need to modulate production.
Within the production facilities enslaved to Terna's defense system, the Peripheral Defense and Monitoring Unit (UPDM) is a system that aims to acquire real-time measurements and other information from controlled processes from local protection, command, control, and supervision systems and to implement production detachment and modulation commands following the receipt of a message from other peripheral equipment or from Terna's central defense system.
In order to ensure suitable response times, data exchange between the central defense system and other equipment in the field is performed via a dedicated telecommunications network, distributed to cover the entire country. The protocol used is based on the IEC 60807-5-104 standard.
Main characteristics that the UPDM equipment must guarantee:
Flexibility to adapt to various applications and to the evolution of the system
Ability to interface with multiple centers simultaneously and to manage multiple communication channels on separate networks
High processing capacity and response times of less than 20 ms between receipt of command messages and their implementation
Local management of logical automation sequences
Architecture based as much as possible on distributed intelligence
The UPDM apparatus developed by Thytronic, is certified in class A+ according to Terna's latest technical specifications. Therefore, it guarantees a time of less than 10ms for message issuance and simultaneous implementation of all prearranged commands.
This class therefore guarantees the use of the Thytronic UPDM apparatus in all production facilities, such as generation plants, wind, photovoltaic and hydroelectric plants for which the defense system defined by Terna can be applied.
